On 5th December Tokyo telegram No. 1590]

ir R. Craigie telegraphed the text of two draft

paragraphs on the question of the control of

currency in the Tientsin concession. The first

stated that the municipal council would place

no difficulties in the way of the use of

Federal Reserve (i.e. Japanese sponsored)

currency within the concession. The second

paragraph appeared to commit the council to

measures of supervision and search in connexion

with currency control which were far-reaching.

The Foreign office telegraphed on December 7th
